GV with Obitalk

Is it possible to just configure the device, obi202? That's what I expected. I certainly didn't want to have to give my credentials to a third party service, like obitalk, to store on their servers.

No it is not possible to configure GV without using the Obitalk portal.

Your GV credentials are NOT stored anywhere.  A GV token is stored on your OBi device.
