Using Obi1xx outside of US and Can

GVoice used to be disabled if the IP was outside of US/Can. Is this still the case? Will Obi1xx be subjected to the same issue?

I activated GV on an account in the US, made the first GTalk call from the US, then configured the device that was already overseas and it worked like a charm.
