Spectrum ISP blocking VoIP via OBiTALK

Spectrum is blocking VoIP via OBiTALK w/Google Voice and saying that we must purchase VoIP service from Spectrum instead. I was shocked when I heard that.

Can an ISP block other VoIP services and force users to purchase VoIP service from the ISP instead?

Aren't they a Common Carrier?  Although these days, I don't know if that means anything.

If you're using their router, you may want to try and switch to your own router. I've read that their routers are what block VoIP connections. Don't know if their is a way to confirm that though.

I am pretty sure that's illegal.  I'd file a consumer FCC complaint.
