How to setup aa and call forward with sp1 only

After put in the following setting:

System Management -> Auto Provisioning -> ITSP Provisioning -> Method : Disabled
System Management -> Auto Provisioning -> OBiTALK Provisioning -> Method : Disabled

The following works as expected:

Voice Services -> SP1 Service -> X_InboundCallRoute : {12341234567:aa},{sp1(12341234567)}
