Your problem is in your Google Voice settings on your Google Voice web page, not with the Obi device.
Google Voice settings to check in both accounts
Do Not Disturb not turned on
Settings > Voice Settings > Calls > Do Not Disturb-unchecked
Make sure at least one phone or Google Chat is checked as a forwarding phone. Google Chat must be checked for calls to be forwarded to the Obi.
Settings > Voice Settings > Phones
Make sure those phones are not set to never ring
Settings > Voice Settings > Phones > Edit > Show Advanced Settings > Ring Schedule
