Obi will not let calls go to voice mail

My SP 2 is Localphone, however, whenever I receive a call and do not pick up, after four rings Obi100 disconnects- you get 3 short beeps and busy signal. If I disconnect Obi, calls go into Voice mail without problems.
Does anyone know what to do here ? Localphone tested everything on their side. It is obviously an ATA issue.
