That is odd... I just re-verified it with two cell phones and it works as described in my last post.
I ended up using 000 instead of *** because with the latter upon the page reloading after I committed the changes the field had a single 0 in it again so I assume that the Obi just doesn't like *** being used.
I'm using the latest firmware that I got a notification about (1.3.0 (Build: 2651))
I'm happy that it works as it does... 911 calls will go out through the ooma, the anoying people who call at all hours of the night and only let the phone ring 3 times will be stopped and I have the very nice side effect of being able to access a call back service if I ever need it or place international calls from any phone in the country at very reasonable rates a la google Voice.

Did you know your Ooma has Community Blacklist, Personal Blacklist and can block anonymous calls?
