How can I control the outgoing or incoming time that people speak using the gateway.

Limit on the call duration in seconds for all outbound calls that are bridged from the same or another trunk. A blank or 0 value implies the call duration is not limited:
Voice Services -> SP1 Service -> X_BridgedOutboundCallMaxDuration
Voice Services -> SP2 Service -> X_BridgedOutboundCallMaxDuration
Physical Interfaces -> LINE Port -> BridgedOutboundCallMaxDuration
