I should also mention that I have a 7-digit number substituted for 9-1-1 and my "Phone OutboundCallRoute" is set to {(<911:9497706011>):sp1},{(<#:>):li},{**0:aa},{***:aa2},{(Mpli):pli},{(<**1:>(Msp1)):sp1},{(<**2:>(Msp2)):sp2},{(<**8:>(Mli)):li},{(<**9:>(Mpp)):pp}

-My 2nd line / 2nd OBI gives me the error reason 404 whenever I try to dial from it (but it receives calls when you dial direct to it)
You removed a crucial part of the PHONE Port OutboundCallRoute. I highly recommend you use the following:
Physical Interfaces -> PHONE Port -> OutboundCallRoute:
{([1-9]x?*(Mpli)):pp},{(<#:>):li},{(<911:9497706011>):sp1},{**0:aa},{***:aa2},{(<**1:>(Msp1)):sp1},
{(<**2:>(Msp2)):sp2},{(<**8:>(Mli)):li},{(<**9:>(Mpp)):pp},{(Mpli):pli}

-My 2nd line / 2nd OBI's phone status light (second from the right) isn't illuminated
The PHONE Port LED is illuminated when the PrimaryLine service provider has a Connected status. Since you don't have a service provider configured on the second OBi, the PHONE Port LED will not be iluminated.

- the busy forwarding doesn't work on the primary obi / doesn't roll over to the 2nd OBI
Are you sure you have Call Waiting disabled on the first OBi?:
Physical Interfaces -> PHONE Port -> CallWaitingEnable : (unchecked)
What happens when you are already on a call on the PHONE Port of the first OBi and a second call comes in? Do you get a CallWaiting indication? What is shown in the OBi Call History when this happens?
