You removed a crucial part of the PHONE Port OutboundCallRoute.  I highly recommend you use the following:

Physical Interfaces -> PHONE Port -> OutboundCallRoute:

The PHONE Port LED is illuminated when the PrimaryLine service provider has a Connected status.  Since you don't have a service provider configured on the second OBi, the PHONE Port LED will not be iluminated.

Are you sure you have Call Waiting disabled on the first OBi?:

Physical Interfaces -> PHONE Port -> CallWaitingEnable : (unchecked)

What happens when you are already on a call on the PHONE Port of the first OBi and a second call comes in?  Do you get a CallWaiting indication?  What is shown in the OBi Call History when this happens?
