Just made the change. Ron, can I ask you what the person on the calling end (from 876) will hear when they now dial me?
I think they'll get a busy, but they may hear endless ringing instead. You can temporarily change the rule to your cell phone number and call you Google Voice number from you cell to see what the result is:
Voice Services -> SP1 Service -> X_InboundCallRoute : {(12341234567):},{ph}
where 12341234567 is your cell phone number.

And should I also change Physical Interfaces -> LINE Port -> InboundCallRoute : {(1?876xx.):},{ph} BACK the way they were originally to "ph" only?
Yes.
Diana:
Incoming calls to your GV Number from 1876xxxxxxxx will ring for 4/5 rings and then GV Voice Mail would pick up, which would allow the caller to leave a VM. You could setup another GV number and forward all 1876 calls to that number and have a GV VM stating you do not accepts calls from 876 crooks. Record this message multiple times for three minutes and this will get rid of them fast or send to 19734749051 or 12184881302!

Ha, Ha! These are PRICELESS! Thank you Diana! And thanks again, RonR!

The call isn't coming into the OBi's LINE Port. It's coming into the OBi via Google Voice (SP1). Therefore, you need:
Voice Services -> SP1 Service -> X_InboundCallRoute : {(1876xx.):},{ph}
Hi RonR, can you tell me how I can add a second area code to this {(1876xx.):},{ph} equation? I would now like to block all 876 AND 702 (Las Vegas) area codes. I just won 2.5 million $ from a caller in Las Vegas today, but first I have to send him $5,000.00 commission in order to receive my 2.5 mil certified check from UPS. Thank you.
RonR:
Aren't you the lucky one!
This should do it for you:
Voice Services -> SP1 Service -> X_InboundCallRoute : {(1(702|876)xx.):},{ph}
