Google Voice "forwarding number" thing confuses me

I wanted to set up GV so that she could dial me, speed dial or otherwise. I appreciate any thoughts you have, and maybe I'm misunderstanding you. Is speed dial a service I'm not aware of, or are you just referring to putting a direct dial shortcut on phone screen? ???

By speed dial I mean that your child could dial 2# to reach Dad, 3# Mom, etc... You get the idea.
Each speed dial number can by anything you want. It could even be a GTalk/GChat running on your computer in the store, a sip softphone, cell, another OBi. In your use scenario, you don't really need a Google voice number to accomplish what you are thinking abut.
I'm not certain you understood what a hotline is. I don' know if you are old enough to remember the "Bat phone" on the Batman television series. It is the same idea. It should reliably call the preconfigured number every time, however this approach limits the phone use to the same call destination every time. It may not be what you want. The idea makes more sense perhaps as a door phone.

OK gotcha. And we're on the same page about speed dial. But she can't dial out because there's no service on the phone. It's deactivated. Wi-Fi only. That's why I need something that will allow her to use Wi-Fi to place a call or speed dial anybody. I thought GV or grooveIP would do that, but setting up the forwarding # part has me baffled cuz I can't use my # cuz that's the # she will be calling to.

Here's an idea... first, do you have a computer at home?
If so, you may want to try something like 'Skype'. It basically makes a computer work like a phone.
Since it's a software program installed on your computer, it will work over any device providing you with Internet Access, if you are using your old phone as a Wi-Fi router (I assume you are as you said it is 'Wi-Fi' only) then there should be no problem. It also does not require you to set up a phone number for it.
Skype cannot be used for 911 calls, nor will it receive calls from regular phone unless you pay to have a number set-up. However, you CAN use it to call regular phones at any time.
I use Skype as a backup phone whenever I'm having issues with my Droid phone, as you're basically looking for a phone that isn't really a phone so your child can contact you when she comes home, this should work fine.
