Calls in to GV# go straight to voicemail and don't ring OBI100

When I call in to GV# from a cell phone the OBI phone in my house rings once. However, I didn't hear any ring on the cell phone I used, it just went straight to voicemail. 

What's strange is that I can make outbound calls from my OBI phone just fine.

Do you have your Cell Phone as one of the "Forwards calls to:" phones on your GV Phone Settings?

What about your contact list?  Is the Cell phone one of your contacts and the settings set to go directly to voicemail?

do you have call forwarding enabled on the Obi?

if yes to RFord's question, do you have conditional call forwarding enabled on the cell phone?
