Google Voice Primary Line with OOMA

I set the default (Primary Line) to SP1 (Google Voice) and connect my OOMA adapter to Line port on Obihai. However, if I want to use OOMA for outgoing calls, the **8 prefix will not bring out the OOMA dial tone. What did I do wrong?
