I don't know if this is related, but there was an
announced maintenance performed on the OBiTalk Portal this morning. I wonder if that may have coincided with your portal troubles.
I'm not sure what provider you are using on SP2, and so I'm not sure if the 128.x.x.x IP address was a valid VoIP provider or not. However, you could always verify your DNS settings, just to make sure your addresses are being translated correctly. Some recommended DNS servers are 4.2.2.2, 8.8.8.8, and 8.8.4.4.
