Can make and receive calls but when i answer call, DEAD SILENCE

Anyone know whats going on with my obi ?!  this is frustrating .  Let me explain ,  i have google voice as my primary phone line and then a voip provider as my secondary.  I only receive incoming calls on my voip secondary phone line but when i answer the phone there is silence for both parties.  I can hang up and phone them back just fine but the issue is when i receive a phone call.  What is going on here?!
