and sometimes it's blank:

Not sure why the OBI sometimes is catching anonymous and other times reports it as blank?

The "?" will catch all blank cid and "anonymous" catches anonymous.

Still not getting this - here is what Web OBI interface says:

Terminal ID: SP2
Peer Name: Canada Anonymous
Peer Number: anonymous

Doing either of these in voice sp2-X_InboundCallRoute wont make AA answer:
{(anonymous):aa},{ph}
{(Canada Anonymous):aa},{ph}

However; using just {aa}, then the AA does answer.
