Thanks ianobi and QBZappy for the advice. In the end, I got a replacement from Amazon.com and that seemed to do the trick. New unit is clear as a bell!

I had a similar problem with a LinkSys PAP2T, and was able to repair it.  These devices use a high-frequency oscillator and transformer to step up the voltage sufficiently to provide  a ring-voltage output.  The high voltage is then rectified and filtered to provide 40-50 Volts DC.  In my case, the problem was the filter capacitors on the output of this circuit that were bad, and replacing them fixed the problem. (obviously only to be done if device is out-of-warranty)
