initial difficulty in setup connection

I went through the setup of google voice and Obi registration and the phone does work as it can get through to up to a voice saying "service not available" but the green lite on the Obi is flashing cannot call out or recieve calls. Is there an initial cost in registration that has to be payed first? Not sure why I am doing wrong. Thanks
