Charter (VOIP) service not working to get 911

Your settings and OutboundCallRoute look correct. This rule:
{(<#:>|911):li}
means pressing # connects you directly to Line Port where you should get dial tone, 911 will be sent out directly to Line Port if dialled anytime from the phone.
This seems to be a problem with the physical line. Might be worth checking all cords and line splitter. Maybe remove the line splitter and connect OBi direct to Charter line to see if it works.
You could have a look in Expert pages Status > Phone Status. Top port is phone, second port on page is Line Port, which should show a TipRingVoltage of between 40 to 50 volts if not in use.

Ianobi - I was beginning to think the same thing (physical connection) and you were correct! I swapped out the phone cord (with two connecting points in the plug) with another (with four) and it works. Thank you so much for helping me resolve this issue! (a 911 test call confirms all our data is passing through correctly.
Any suggestions on how to get caller ID name (I currently just get number) to come over?

I know very little about GV, but I'm sure they don't do CNAM - Caller ID Name. You could have a look at this:

However, one more thing, an inbound business call for my wife just rang on all our "home" phones. Is there a way to tell the Obi not to ring through inbound calls on LINE jack? I had a feeling that might happen. Would callers to her business now go over to the voicemail I have set up via GV?

Go to Expert Config:
Physical Interfaces -> LINE -> InboundCallRoute
Uncheck both boxes to the right, delete "ph" leave that field empty, press submit at bottom of page, wait for OBi to reboot.
That should make the Line Port outgoing only. I have to admit, I have not tried this one!
There is no way calls coming into the Line Port will end up on GV unless you wish to configure it that way.
