I tried the suggestion from hwittenb to increase the dial delay parameter to 1000. So far it seems to be working. I'll see if this fix holds. Thanks for the advice

It looks like increasing the DialDelay parameter fixed the problem for good. Thank you to both Ianobi and hwittenb for taking the time to give me advice.

The default dialing settings are for a perfect PSTN line.
But, the Obi was designed to attempt to compensate for other lines as soon as it connects to the line.
If you press #, wait for dial tone, the hit a digit, you will probably hear an echo.
As you dial more digits, the echo will decrease. However, if the Obi dials automatically, or quickly, the first
digit is mangled. Increasing Dial Delay usually solves this problem
You can usually safely speed up the automatic dialing by reducing Dial Digit Off Time to 80.
