obi110 just rings incoming when I am calling out

The scenario, Obi110 has a pstn. SP1 set to GV. This is just a generic setup. When I make a phone call which is through GV, if someone calls the pstn line while I'm making a call, they get a ring tone rather then a busy signal. My questions are:
1. Is there a way for the person calling to get a busy signal?
2. Better yet, is there a way to forward the call to GV voicemail?

I couldn't find an answer but after posting I thought to searched on "CallForwardOnBusyNumber". I found the answer at http://www.obitalk.com/forum/index.php?topic=2901.0

I responded to my own post too soon. I unchecked CallWaitingEnable but if someone calls the PSTN line with the phone off hook, they do not get a busy signal, just the normal ring tone. Is there something else that needs to get set? I am access the Obi directly.
