In need of good cheap provider to call to Argentina - Buenos Aires

As the tile says i need/looking for a good provider to make cheap calls to Buenos Aires, Argentina so i can be in contact with my sister.
I have already done some research and voip.ms has ok rates than others i've seen but the thing is that i don't think is a reliable provider plus the minimum purchase is $25 to start making calls, that is way too much to take the risk.

CallCentric says Argentina Buenos Aires is 1.32c per minute and unless they have changed recently you can get started for $5. If you don't want an incoming number, you can set them up on one of the OBi voice gateways. If you use the service outside the U.S. you don't need to sign up for the 911 service.

Does your sister have internet access at home? Maybe it will be more cost effective to just send her a pre-configured (GV) OBi device, which would allow you calls through GV or OBi network.

If your sister doesn't have internet, Rebtel is an interesting option. You can get a local number in your area code and Rebtel converts it to voip and calls the telephone number in Argentina. You can use any cell or telephone to make calls.
If internet is available, almost any ATA located in Argentina will do. However the OBi110 can be used to call Argentina and make other calls using the local PSTN line. GV, other commercial/free voip service provider, or even calling the other ATA directly (peer to peer, using sip uri format) are good options. The peer to peer setup will avoid all recurring charges.
