If your sister is the only one you need to call outside the US and if she has Internet connection, I suggest you activate a MagicJack Plus adapter in the US and send it to her. She will then have a US phone number through that MJ Plus adapter. She can call the numbers in the US & Canada for free and you can call her number free of charge, too.

If you register your number with e164.org she could call you by dialing one of the Sipbroker free access numbers and then entering your phone number. If any of the following numbers are a free call to her then she can call you free.

For short calls http://www.freephone2phone.com will give you a free 10 minute call to her per day. That would be enough to tell her to call you back on sipbroker.
I have not tried this service but http://www.011now.com/fc/free-calls-to-Argentina.aspx claims $0.018 per minute and they will give you $1 free test credit if you register using the Android or Iphone app.
