If what Ian mentioned doesn't work, perhaps put the #211# in a speed dial slot. You can press ex: 5#, the OBi should dial '#211#'. The calling number needs to be setup in the circle of Trust (COT) first. In other words the inbound call route of the receiving call should read something like this:
{(<**1>(5145551111|x.5145552222)):aa}, <--Send calls over SP1
{(<**2>(5145551111|x.5145552222)):aa}, <--Send calls over SP2
You may need to put the # within single quotes '#', as it is a reserved character in the OBi configuration setup.

It should go into the relevant DigitMap. Line Port DigitMap if it needs to go out to PSTN, If it needs to route out of sp1 then use:
Service Providers -> ITSP Profile A -> General -> DigitMap.
sp2 is ITSP Profile B etc.
It might look something like:
(<#>211<#>|1xxxxxxxxxx|<1>[2-9]xxxxxxxxx|011xx.|xx.|(Mipd)|[^*#]@@.)

this is my outbound call route on phone port
gives me a busy line tone.
Deleting ,{<#>211<#>} above and
setting up speed dial as per your recommendation :
i get the aa,dial 2 to dial another number dial my speed dial for #211# (7#)and get "the number you dialed is invalid"

The # is a special character, I have a feeling that you need to enclose it in a single quote '#' in the dial plan.

My line port has a xlink device on it. To speed up dialling through it I append # to all my numbers going out to PSTN. I use the format:
xxxxxxxx<#>
It seems to work well with no ' ' required.
