Is it possible that an attached Obi 110 slows the internet down when not in use?

I installed an Obi 110 for a friend on their Bell Canada standard (not Fibe) internet modem.

He is saying that his surfing experience on his computer is now slowing down when he is not talking on a phone attached to the Obi.

Is that possible?

Anything is possible.  Suggest that he disconnect his OBi and compare measurements, however he is doing his measurements.
