I doubt your ISP is blocking anything. I have read these claims over the years and not one single one has ever proven to be true. The test results might be a momentary problem or could have been related to problems with the ISP equipment/maintenance in your area. Run the test again and provide the results. I suspect the problem might not even exist now. You ISP have no reason to specifically target your line and might even be an illegal act.
BTW, have you contacted them about your issue to see if they can mitigate the problems you are experiencing? Could the problem be attributable to your own equipment/set-up? Is your OBi directly connected to your Router or through some wireless bridge?

Whether intentionally or not, ,you do not want to pay for this type of service. If you have DSL available I would recommend to go back to it. BTW, which cable company is that?

Start with power cycling your cable box. I assume that if you had voice, there was an additional box attached that plugged into your phone line. I also assume you have disconnected all that since you no longer have the service.
If all that has been done, then escalate your problem up the chain. Max speeds are not all they should be providing. That type of issue will cause other problems for other types of services as well. Tell them skype isn't working correctly and is laggy. They'll understand that better than trying to explain your obi and google voice.
