Connect deactivated cell phone to OBi202

I want to connect a deactivated cell phone to receive and make Google Voice calls through OBi202 and a Bluetooth adapter. How can this be done?

The reason for using a deactivated cell phone is for its smaller size for portability and travel use, screen with higher resolution for caller ID, and to use the contact list on the cell phone.

The system works the opposite way.  The Obi bluetooth adapter allows you to make and receive cell phone calls on your normal home phones.  If you cell phone is deactivated, there will be no incoming calls, nor will you be able to make calls that go out via the cell network.  The bluetooth adapter would be completely useless with a deactivated cell phone.
