Rule to route all Int'l to SP1

I would like all US calls (+1...) to go through the LINE.
I would like all Int'l calls (011...) to go through SP1 where I have GV set up.

How do I do this?

Physical Interfaces -> PHONE Port -> PrimaryLine -> PSTN Line

Physical Interfaces -> LINE Port -> DigitMap :

(xxxxxxxS4|<1>[2-9]xxxxxxxxxS0|1xxxxxxxxxxS0|xx.|<**1>011xx.)

7-, 10-, and 11-digit calls should go out the LINE Port and 011 + country code + number calls should go out SP1.
