OBiLINE installation and reboot

RFC3261:
Is it expected that when one plugs an OBiLINE into the OBI202 that the OBI device reboots (and my SIP phone rebooted too).  I always presumed that USB devices were plug-and-prey, but a spontaneous reboot (rather than me scheduling one in the future) was a bit unexpected.
