SIP URI: TWC digital phone?

A relative is hell bent on keeping costly TimeWarnerCable digital phone.   (it's routed IP on ultra low latency TWC -- which would be an awesome upgrade for voip only devices I digress)

Since it IS an IP phone does it have a SIP URI?   So we can dial relative's SIP?  Can it be wrangled to dial SIP (without PSTN gateways)?
