I think it will work as soon as TWC says it is done or just by trying again like you said. It was very quick for me and I was on 704-392.

That said, it is not sure that the GV porting will not take place after the porting to cell is complete. There is more than one thread on this attempt to port.

I would think that the Google Voice forum people would know more about the things that can affect a porting of a number to GV than the OBiTalk forum participants.
