auto dial number instead of dial tone

I am totally new to VOIP and just bought an OBi100 . When the user picks up the telephone receiver, I would like to automatically dial a fixed number (SIP or PSTN).

For example, the user can not dial or does not know what to dial, it can automatically connect them to a human or automated attendant for dialing assistance.

Simplest solution possible.
