best services for local phone plus INTL local #. Localphone/CallCentric/AnVeo/Ob

Hi,
I want to give my mother my OBI-100 so she can do the following:
1.Port her # from local telco to new carrier(VOIP) for local service. makes up to 500 min/local calls/month
2. get local #  in Monterrey, Mexico so she can get calls from relatives.
3. make calls to Mexico as needed. probably no more than 400min/outgoing INTL is my guess.

What would be my best bang for my buck for what I need to do above?

get a acct w/ Anveo or CallCentric and get a local INTL # from them?
or
get acct w/ obivoice and use localphone for INTL #?

this is rather new and although I have looked and tried to make sense of all the plans I get lost in all the info.
Might anyone be able to point me in the right direction?
the only options she would need are CID and maybe call waiting.

With Voip.MS, porting of US numbers is still free.

A local Monterrey number is $8.50 with 1.6 to 2, cents per minute outbound and unlimited inbound.

I don't know how cellphone carriers are handling INUM (special free international numbers) but I know that some carriers pass the calls for free. Thus if a Mexico cellphone carrier  doesn't charge, you could add an INUM to the account and pass that number to the Obi extension.

Naturally, any person in Mexico with high speed internet could also get an OBI and talk to this OBI for free.

Anveo is an option.
For US the DID would be $2.00 per month with unlimited incoming calls and outgoing at $0.01/min.  E911 would be needed for US at $0.80 per month.  So total of $2.80 per month for the us line plus outgoing minutes.
For the Mexico number, the DID would be $6.00 per month with unlimited incoming calls and outgoing calls to numbers starting with 81 would be $0.017 per minute.

Aveno porting for US numbers is Free if ported to a Personal Unlimited Account.

If minutes are very low you can go with the per minute for incoming and outgoing cutting the US per month cost to $0.50 and the Mexico number to $4.50 per month with incoming and outgoing costs at $0.01/min for US48 and $0.017/min for Local Monterrey Mexico numbers.  Then the port cost would be $15.00.
