Call forwarding with OBI200 and Viteleity

As per the OBI administration guide: "To enable Call Forward ALL, from a phone attached to the OBi, dial *72. You will be prompted to enter the number to which the calls will be forwarded. Dial the number plus the # key and a confirmation tone will be heard. To disable Call Forward ALL, dial *73.  A confirmation tone will be heard." There is no prompt no confirmation tone, nothing. What is going wrong?
Phone service is with Vitelity. On their website I can configure forwarding to American phone numbers but not to international numbers. I thought I could do that with OBI call forwarding.

I'm not sure what you want to do.
Is Vitelity your only provider?
Can you make international calls with Vitelity?
Do you have another provider that you can make international calls?
You must have a provider that you can make international calls.

Scenario 1:
Vitelity is defined on SP1
You want to forward incoming calls from Vitelity to an international number using Vitelity.

ITSP A DigitMap: (1xxxxxxxxxx|011xx.)

Look at Voice Services -> SP1 Service
To call forward you want the following parms set like this:
CallForwardUnconditionalEnable: Checked
CallForwardUnconditionalNumber: sp1(01144...........)

To set the above parms with a phone:
Dial *72      You will hear a tone.
Dial 01144.......  You will hear another tone. I think # is optional.
If you do something wrong you will get a busy signal.
01144....... will match ITSP A DigitMap so the parms will be set as above.

You can check the above parms to see if everything went correctly.

Scenario 2:
Vitelity is defined on SP1
Provider#2 is defined on SP2
You want to forward incoming calls from Vitelity to an international number using provider#2.

ITSP A DigitMap: (1xxxxxxxxxx)
ITSP B DigitMap: (011xx.)

To call forward you want the following parms set like this:
CallForwardUnconditionalEnable: Checked
CallForwardUnconditionalNumber: sp2(01144...........)

To set the above parms with a phone:
Dial *72      You will hear a tone.
Dial 01144.......  You will hear another tone. I think # is optional.
If you do something wrong you will get a busy signal.
01144....... will match ITSP B DigitMap so the parms will be set as above.

I believe all SPn's will be set to call forward, not just SP1
