Speed dial setup issues

Currently I have the following setup:

3 = **9XXXXXXXXX  = wife's OBI number
6 = **9XXXXXXXXX = my OBI number
10 = **9XXXXXXXXX = father's OBI number

When I call from my 110 to my wifes, using "3#", I get the OBi attendant that says "press 1 to continue the call"

When I use my wife's 110 to call my 110, using "6#" my line immediately starts to ring (no attendant).

Finally, when I call my father's 110 using "10#" from either of our 110's, I get "The number you dialed "10" was rejected by the service provider".

1) What causes one OBI box to prompt to press 1 to continue the call, when the other doesn't?

2) What causes one speed dial number (i.e. #3) to work, but simply copying/pasting the same **9XXXXXXXX number (from slot 3) into slot 10, makes the service provider pickup and try to dial the two digit speed dial reserved number (10)?

Change Speed Dials to:
3 = pp(obXXXXXXXXX)
6 = pp(obXXXXXXXXX)
10 = pp(obXXXXXXXXX)

If you are only calling each other and not doing anything fancy do following:

Voice Services -> OBiTalk Service -> InboundCallRoute: ph
