Help with Speed Dial

I'm unable to configure speed dial from OBiTalk portal. for example, if I entered next to ID#3 the name and number I wish to dial.  The entry does not work and *75 returns nothing for SD#3.
If program this with the handset using *74, things appears to work OK.  BTW, how do I delete the speed dial entry that was configured using the handset? In my case,  I used 99 for testing.  But ID#99 does not show up in OBiTalk.

Do you have the following setting in your OBi?:

System Management -> Auto Provisioning -> Auto Provisioning -> Method : Periodically

That's a previously reported bug.

Auto Provisioning MUST be disabled if you wish to configure the OBi locally/manually.

Auto Provisioning MUST be enabled (periodically) if you wish to have OBiTALK configure the OBi.

There's no in-between.
