With a cable connecting the OBi's LINE and PHONE ports together you should see almost the same TipRingVoltage for the two ports. (Sign might be different.) The reading does not auto-update. You need to click the left side "PHONE & LINE Status" to get a new measurement.

Can you retry with another cable?

i tried with a different cable and its as you said - the same 45 -45/-44

Good. We can clear your OBi and that cable from the list of first suspects. Should be simple to get a working connection between the wall and your OBi. Use the cable you now know is good with the adaptor and check the voltage and LED.
