Softphone/Obion to/from Germany?

I'm going to be in Germany for the summer and was wondering if we can use the Obion app to make calls from the US obi100 to my android phone in Germany and vice versa.
I've read the set-up instructions, but am not sure if this will work outside the US, and if a country code needs to be dialed or not.

Yes it will work.

OBi 9 digit numbers are completely separate from national phone systems and geographical concepts.

I'm not sure if I'll get 4G or 3G there, but hopefully, it will work!

I heard that wifi is best, but my parents in Germany don't have a computer, so no chance for that.

Do I just dial the 9 digit number, or add a 9 up front? I seem to remember seeing that somewhere.
