OBi1032 - Provide the ability to control the lamp behavior

Marc:
We would like the ability to control when the programmable key lamps are on/off, what color, etc.

Specifically, we want all lamps off, even when the key is used for an SP or a line monitor.  It should flash when that line is ringing.
