Few issues with Google Voice - one can't call out, one can't get incoming

I have two different Google Voice numbers....and would be happy with either working properly!

Account A
I can dial out, but I can't get incoming calls. I have 2 phones in there set up for forwarding. I do not see a failing incoming call in the call history logs on the Obi200. I can get calls from the Obi attendant doing the **0+3+0#.

Account B
Whenever I try and dial out, it rings once and I get a fast busy. I just added a number to the account, does it take some time for that to work?

I looked at http://www.obihai.com/googlevoice and I don't have some of those options like
On the "Phones" tab, check the box next to the "Forwards to: Google Chat."
I don't have that. I don't have it on the account that works either.

In that case, you don't have full-function Google Voice accounts, with their own Google Voice-issued, or ported in phone numbers.  You can't use those accounts with your OBis.  You need to upgrade to full-function GV accounts, by clicking the "Get a Voice number" link shown on this page:

Are you saying you cant use a phone number that was ported to google voice with obi?  I have a number that was ported.  I dont have the option to Forward to: Google Chat and when I try to dial out, it rings once and then fast ring.

No, that's not what I said at all.

If you are logged into the correct Google Voice account that holds your ported number, then you should be able to go to this web page on a laptop or desktop computer, and see your phone number, under the exact two words, "Your number", and not "Access number" or "Get a Voice number."

If that's the case, then you need to follow the complete instructions here to set up Google Voice, including making at least one outbound phone call from your computer, using Google Chat.  This will add the Chat destination to Google Voice settings:

I seem to only have the option to call from google hangouts from in gmail, not google chat.  could that be the issue?

Yes.

Sign into Gmail, not GV.  Click your chat avatar on the left side of the page, midway down.  It's the generic head and shoulders icon, or a photo you uploaded.  It will pop open the Hangouts settings box.  Click the small link at the bottom that says "Revert to old chat".  Now, make your phone call.  You can go back to using Hangouts after you're done doing this one call.

Don't forget to add a check mark next to the Chat destination in GV Settings, so that you will receive inbound calls on your OBi device.
