Can't connect to obi100

I can't connect to my obi100. If enter the IP address in my browser, I get a "Unable to Connect" message. Ping gives a "Destination Host Unreachable" message.

On my CentOS 7 box arp -a returns: (192.168.X.XXX) at <incomplete> on wlpXXX.
On my windows 8 box arp -a doesn't return anything for the IP address of the obi100.

The phone works fine.

I have had this problem before.  I rebooted my router and that fixed the problem.

I've rebooted everything and it doesn't help.
