getting fast busy tone after dialing, but call still goes thru over GV w/OBI202

On my OBI202 w/GV I can make and receive calls, except when I make an outgoing call as soon as I hear the ringback tone, I get the fast busy tone also, then after 3-4 seconds, I get the loud CPC tone for a few seconds then it is clear, but the call still goes thru when all this is happening and I can talk to the party over the fast busy/CPC noise but I don't know what is going on and how to troubleshoot this.  :'(  I don't have any VMs, the callback number **9-222.... works w/o any fast busy tones (although I get a bad echo on that test), I don't have any custom settings etc. ???  ??? ???
