Obi202 QoS RestrictedBandwidth: codec bit rate or Ethernet?

The Obi Device Admin Guide has the following to say about RestrictedBandwidth:

"The guaranteed uplink bandwidth for Restricted class traffic is configured in the RestrictedBandwidth parameter."

The Obi202 default RestrictedBandwidth is 256 kbps.
According to the glossary at www.voip.ms G.711 has a bit rate of 64 kbps and an Ethernet bandwidth of 87.2 kbps.

When setting the Obi202 router's QoS RestrictedBandwidth should I be using codec bit rates or Ethernet bandwidths to calculate the correct RestrictedBandwidth?
