The default configuration includes routing international calls to GV. Just use 011 prefix to the international number. GV charges for international calls, so you need to add credit to you GV account.

So to make an international call, I just dial 011+ISD code+Telephone number?  Do I need to enter "+" symbol in front of the number?

No "+" symbol.

The "+" symbol represents the international access code.  That is not the same in all countries.  For example:

USA, Canada and other NANP countries: 011
Most of Europe including UK: 00  (This is the ITU-T Recommendation.)
Australia: 0011
Japan: 010
