Is there anyway to disable the Obitalk number and service profile via the portal but keep the portal for provisioning of the phone?

Not easily. It's harmless. Why? What is your concern?
If you want to prevent anyone calling your OBi number and ringing the phone or reaching the AA, set the Obitalk InboundCallRoute to {}.
If you want to prevent the phone reaching any other Obitalk numbers, you need to modify the Phone Port OutboundCallRoute.
I just want to make it simple for the end user, I don't want the option on the screen for 2 lines, I don't mind if the ObiTalk number and service is there I just dont want it active.
