First, you have to sign up for 911 service with an Internet telephone service provider, like Callcentric or Anveo. Then, you provision that ITSP's credentials on the OBi, just as if you were using their service for normal phone calls. When you do that, on the OBiTALK web portal, there is a check-box to indicate that the OBi should route calls with the digits 911 to that service provider.
The ITSP contracts with a third-party provider of E911 service, to actually connect the calls. When you set it up, you enter your street address, and verify it. Now, when you call 911, the emergency dispatch center (PSAP) knows your location when you call. There is also a special test number, 933, that you should call after setting it up. The 933 number takes the same call path and an automated voice will read back your street address, confirming that it's working.
One quirk is that the calls to 911 will display a different telephone number to the operator. This so that users that don't have their own inbound number can be called back by the 911 PSAP if necessary (the call drops, etc.)
