The OBi must have Obitalk Provisioning enabled. Then at the bottom of any page of Expert Mode on the portal click the Submit button.
Of course if you want to force a reboot because the OBi has lost connection to the internet or the portal then that is not going to work. Only a local reboot can work. Think about it.
