Title: Using google voice calling credit with PhonePower

I doubt this is do-able but is it possible to use my google calling credit when calling outside the U.S. if I have my GV number being forwarded to my new PhonePower number?

Yes, it is possible, but it's not as simple as picking up the phone and dialing out.  There are various methods discussed, but the easiest is to use the web and have GV call you so you can make a call with GV.

Note, if you put your balance in GV less than a year ago, you have the option to just request a refund on your GV balance:

Would this use my monthly minutes from PhonePower apart from google's calling credit?

They are totally separate accounts. You could use GV any time but would have to have it call you back.

As of today GV connections to the Obi are still working.
