That's an impressive DigitMap!
A 3 second delay is normal for the OBi.
It will immediately send the call when the dialed number gets an exact match will a DigitMap rule and can't match another rule with additional dialed digits.
[2-9]xxxxxx will match 7 digits.
I might have missed a rule in the DigitMap, but xx. is the only other rule I see that matches 8341942 or 8341942 with additional digits.
xx. will match 1 or more digits.
Try removing "xx.|".
If the dialed number only matches rule "xx.", it will cause a 10 second delay.
Dialing a # at the end of the number will immediately send the call out.
Like: 8341942#
