That's a bug.  I discovered it when I was beta testing the 2182 phone.  I suggest contacting Obihai/Polycom about it.  They need to fix their website.

In the meantime how can I set up the 1000 series phones to dial the OBi2182? From the 1000 series phones when I dial **9 + the obi number of the OBi2182 I get the Obi attendant. What I expected was the OBi2182 to ring.

I was able to successfully link the two OBi202 immediately. But when I dial 20#, all the lines will ring. I have it connected to fax machine and and two line phone. Is there a way I can specify which line on the obihai to ring instead of all of them?

I read another post https://www.obitalk.com/forum/index.php?topic=8868.0 and there is a link to a pdf file that doesn't work anymore.
